GEMS Release 2 Modules And What It Means To Us

GEMS is made up of ten modules which provides online administrative services to the Brunei government and its public servants. The first release (otherwise known as Release 1) only consisted of four modules which were rolled out to PMO (including Energy Division) and its five departments. By January 2010, the second release (Release 2) which contains the remaining six modules will be released to the same departments that were involved in Release 1.

Release 2 Modules and The Benefits

The table below will help us to understand what the modules in Release 2 are and how it will benefit us as an administrator and/or a self-service user.

Benefits Management Managing benefits for government employees is an important function of the Brunei Civil Service.

The planning and administration of benefits such as allowances, pension and housing management will be leveraged through GEMS, allowing faster access to important information for decision making.

  • Configure and set up benefit plans such as benefits claim, housing rules and the eligibility criteria for a particular benefit or group of employees
  • Plan and administer an employee's benefit, allowance, pension and uniform orders.
  • View the benefits entitlement that was assigned to us
  • Apply and/or claim for a benefit entitlement such as housing loans or travelling expenses
Performance Management

Managing performance appraisal is made easier with GEMS as it provides online functionalities that allows us to co-ordinate, conduct and monitor the performance appraisals of employees in our department and/or ministry.

  • Administer and distribute performance appraisals for our department or ministry
  • Monitor the performance evaluation process of appraisals in our department or ministry
  • Access, view and update completed documents with status changes, cancellations, deletions and preliminary ratings
  • Access our performance appraisal forms online throughout the review year
  • View or record our performance appraisals for the specific year we are working in
  • View, approve or deny a completed performance evaluation document online
Compensation Management Managing compensation is a critical function of HR Administrators in the civil service. GEMS will enable management of yearly salary increments based on anniversary dates.
  • View, define and update pay levels and salary increments
  • Award salary increases and performance incentives
  • Define compensation packages and reward plans
  • Generate compensation reports for management purposes

Absence Management This module will cover all areas of absence management from the way we would like to define and configure our absence processes to actually performing those processes. This module offers better and wider control on all absence management needs.
  • Tailor the actual work days and holiday schedules which will be needed when defining entitlements
  • Calculate employees' leave accrual and check their leave balances
  • Update leave applications on behalf of employees
  • Update time entries (checking in and out of work) on behalf of employees
  • Review own absences history and entitlement balances
  • Apply for a leave application online
  • Amend, cancel or submit leave application online
  • Check status of leave application
  • Time entry services (checking in/out services)
Employee Development Management With this module we will be able to manage the talent pool and develop the right skill assets for our department or ministry.

 

 

  • Plan, create and update career plans for employees in a department
  • Assess and rank an employee's competency level
  • Devise training and development plans
  • Plan and manage learning courses for a department or ministry
  • Review list of course sessions
  • View enrolment status of course enrolments
  • Apply for travel arrangements (if travelling is required for training)
  • Review and provide updates to personal competencies
Recruitment Management From planning how we would like to carry out the recruitment process to organizing interviews and examination schedules,  the recruitment management module provides powerful and comprehensive online tools for all our hiring process needs. As Human Resource Specialist
  • Identify job vacancies distribution through generated reports

  • Analyze current workforce competency to determine any deficiency of manpower in a department

As Line Managers

  • Plan and raise job online request for job requisitions

  • Create openings for a particular job
  • View and check the status of job openings

 

As Recruiters

  • Search for suitable applicants in GEMS database

  • Match applicants to openings
  • Develop lists of qualified applicants
  • Track correspondence and contacts
  • View and record contact details of applicants for correspondence purposes
  • Create and send application receipt acknowledgements to applicants
  • Add or update competencies and accomplishments
As Civil Employees or other Candidate Types
  • Search for job postings directly through GEMS candidate gateway

  • Register as new applicants or apply for the job using Self Service functions
  • Create Resume online
  • Verify own application information online
