GEMS Modules for R1 - The Who, What, How and When.

GEMS Release 1 – Who are affected?

The first pilot release (otherwise known as R1) in April will roll-out four modules of GEMS to PMO (including Energy Division) and its five  departments which are: 

  • Public Service Department (JPA)

  • Public Service Commission (SPA)

  • Civil Service Institute (IPA)

  • Management Services Department (MSD)

  • Audit Department

  • Energy Division

 

 

By the time of the release date, all HR Administrators and Self-Service Users under the departments listed above will have the opportunity to have a first-hand experience of GEMS.

 

The GEMS team will be working closely with our local Change Network Champions and Agents to organize mass briefings, training programs and road shows. This will help all HR Administrators and Self-Service Users (employees) involved in R1 prepare for the positive changes that GEMS will bring this April.

 

 

GEMS Modules for Release 1 – What are they and how will it affect us?

In GEMS, anyone that performs daily administrative work in a government department or ministry (e.g. Compensation Manager or Department Administrator) will be categorized as a HR Administrator. All other government employees that do not perform administrative work such as office clerks, teachers and receptionists will still have access to GEMS in the future but are categorized as Self-Service Users.

 

The functional benefits that GEMS will offer vary between a HR Administrator and a Self-Service user.  A table below summarizes the functional benefits that each of the four modules in R1 will deliver once it has been rolled-out.

HR Administrator

Organize and design the workforce structure in a department or ministry while maintaining HR related information on an organizational level.

Employee Data Management

HR Administrator

Manage, track and monitor information of employees in a department or ministry.

Self-Service User

View and/or update personal information.

Employee Deployment Management

HR Administrator

Administer employee movements between departments or ministries.

Self-Service User

Create and manage employee deployment related requests (e.g. probation, job transfer, or promotion).

Employee Termination and Retirement

HR Administrator

Manage retirement and termination processes of employees in a department or ministry.

Self-Service User

Create and manage employee termination or retirement related requests (e.g. early retirement, resignation, or shortening of contract).

Compensation Management HR Administrator Define and manage pay levels for employees in a department or ministry.

 

 

GEMS Release 1 – What can we do about it?

As the release date for R1 draws near, we will see and be involved in a series of change activities that will help us prepare for the positive changes that GEMS will bring.
