GEMS from our Leadership’s Perspective

 

Brunei’s Civil Service leaders who are steering GEMS are very clear about their goals and hopes from the GEMS project. It is important for us to know what these goals are so we become a partner in the GEMS project to realise these goals.

 

Our leaders’ Goals and Expectations are as follows

  • GEMS will improve quality of service, productivity and access to information for the Civil Service

  • GEMS will become a tool to connect the government to the civil service, other ministries, and the public - enable online business transactions related to people management

  • GEMS will move the Civil service away from manual intensive and transactional work, and free up time for more strategic work, professional skills development

  • GEMS will reduce turnaround time for processes and reduce bureaucracy

  • GEMS will provide up-to-date information to support executive decision making and improve decision quality

 

Key Issues and Concerns

 

There are also key concerns and issues highlighted by our leaders which we must all work together to address in order to ensure the success of GEMS. In order to address concerns such as lack of understanding of GEMS, we must:

  • Communicate the benefits of GEMS to the Civil Service.

  • Ensure we use the system, and also transition towards the expected changes in staff roles and how work is done and completed as a result of GEMS.

  • Ensure our service quality, efficiency and cross ministerial coordination can be improved by GEMS.
