About GEMS: GEMS Functionalities GEMS Modules GEMS will see the roll out 10 PeopleSoft HCM 9.0 modules into the Brunei Civil Service. 4 modules will be rolled out in Release 1 in April 2009, while the remaining 6 modules will be rolled out in January 2010 during Release 2.
These modules are:

Release 1 GEMS Modules
The Organisation Management module allows HR Administrators to manage functions such as headcount, creating new jobs and job codes.
Government employees data will now be managed through GEMS. Information is stored in the system and is accessible at any time to administrators and decision makers. Accessibility of secure data online can speed up decisions by cutting out the need to verify information from different sources. As a government employee, we can also view information online, manage personal information and request updates to our personal files through GEMS.
Employee Termination and Retirement This GEMS module allows HR Administrators to manage the government employee retirement through the system.
Employee Deployment Management The movement of people into and across government department and ministry is a key process in the civil service. GEMS will allow the civil service to efficiently manage transfers and promotion, thereby reducing lead time in allocating human resource to key positions in government. As a government employee, we will benefit from this GEMS module through a more visible confirmation and probation process, access to information regarding our promotion and transfers, as well as contracts and service extensions for staff on contracts with the government.
Release 2 GEMS Modules
Managing Benefits for government employees is an important function of the Brunei Civil Service. The planning and administration of benefits such as allowances, pension, housing, etc will be leveraged through GEMS, allowing faster access to important information for decision making. GEMS will also allow smoother transaction and process integration with other government departments and ministries (such as Ministry of Finance) as information can be accessed by them through GEMS for their own verification and approvals.
Managing performance appraisal is made easier with GEMS as it allows us as a government employee to access our performance appraisal forms online throughout the review year. With GEMS, we will also be able to use it as a way to record our performance throughout the year. The appraisal process itself is all streamlined with less process steps, meaning we will benefit from faster processing time for bonus payments.
Just as important as Benefits Management, if not more, managing Compensations is a critical function of HR Administrators in the civil service. GEMS will enable management of yearly salary increments based on anniversary dates, and bonus payments. GEMS will ensure a smoother process for compensation related transactions across the civil service.
What if we could apply for a position in the civil service online rather than submit a hard copy application form? With GEMS, we can do so. The Recruitment Management Module allows Recruitment to be online where applicants can submit their forms, CVs and certificates online. Notification of the progress and results of our application can also be sent through email rather than a hard copy letter. For the Administrative user, this module allows us to collate and access all recruitment data within GEMS for faster more effective processing and decision making.
Leave application cannot be easier. With GEMS, government employees can apply for their leave online, have their leave approved through GEMS and notification sent to the approval authorities through the system itself. This process will do away with the manual paper processing, which will mean significant improvement in processing time. For supervisors, GEMS allow us to view leave applications from everyone in the department, making it easier for us to manage our workforce absences.
Employee Development Management GEMS provide professional development functionalities by giving us the ability to plan and update our career development and path, manage competency development for our profession, and identify learning courses that fit into competencies required for our career path. Through GEMS, we will be able to take proactive measures to ensure that the right skills and knowledge are developed for greater opportunities resulting to a brighter future in the civil service.
