The GEMS Approach

 

The GEMS approach has been formulated to help affected civil servants who are new to the system to progressively understand what GEMS is all about and know how to use it.

 

The following sections will help us understand:

  • how GEMS will be released across all relevant ministries, departments and government agencies in Brunei

  • how civil servants are engaged for each release

  • who will be engaging civil servants for each release

 

GEMS Releases

 

GEMS will be enabled to all relevant ministries, departments and government agencies in Brunei Darussalam through six systematic releases. The first two releases (Release 1 and 2A) will only involve PMO (including Energy Division) and its five departments. All other ministries, departments and/or government agencies will be selected and grouped in the next subsequent releases. The GEMS Team and the Brunei Government are working closely to determine which ministry, departments and/or government agencies will be assigned to a release.

 

 

Engaging Brunei Civil Servants

 

For each release, civil servants who are new to GEMS will undergo a series of change activities specifically designed to meet the three main objectives defined below:

 

  1. To create an AWARENESS and understanding about GEMS by

    • holding briefing and road show events

    • providing educational materials about GEMS

     

  2. To ALIGN the current work processes with the new GEMS processes by

    • determining which administrative staff best fits the new roles defined in GEMS

     

  3. To ENABLE civil servants with the skills to use GEMS by

    • providing comprehensive training courses for specific GEMS roles that has been defined for an administrative staff

The three objectives above will exist in each GEMS release to ensure that affected civil servants learn and understand how to use GEMS in a progressive manner.

 

GEMS Envoys of Engagement

 

For each release, activities such as providing education materials about GEMS and training courses are primarily driven by local Change Network Agents and Trainers in our department or ministry. The long-term benefits of having a local Change Network Agent and Trainer are that they can better understand what our problems are with GEMS and they are available in person as they are from our own department or ministry.

 

Provided below is an explanation of what Change Network Agents and Trainers are:

 

Change Champions and Agents - Supporters of Change

In every department or ministry, a local Change Network Champion and Agent is appointed to support the change activities that will be occurring in our workplace.

 

With the support of the Change Champions, our local Change Agents will help to inform us of:

 

o        any upcoming events related to GEMS

o        any information and news on the progress of GEMS

 

 

 

 

 

 

GEMS Trainers Network - Enabling Us With GEMS

In each department or ministry, we have local GEMS Trainers that has been appointed and trained so that they are able to conduct future training workshops and act as local subject matter experts (SMEs) in our department. Therefore it is important that we know who they are and how they can help us to ensure that our GEMS experience remains a good experience throughout.

 

How Our Local Trainers Can Help

Local trainers in our department are specially trained to ENABLE us in using the GEMS application and providing us with the necessary SUPPORT whenever it is needed.  Prior to GEMS 'Go-Live' Day, they ENABLE us by conducting training workshops on how to use GEMS in a virtual and safe environment.  After the 'Go-Live' period, they provide us with SUPPORT as local subject matter experts that will assist to address any questions that we may have while using GEMS.
